Upgrade of the core SMS database cluster part 2

We will perform a second part of maintenance on the SMS Database Cluster. During the maintenance window, the following SMS services will be affected:

1. Write API calls will be blocked and responded with HTTP status 503 (about 20-30 minutes).
2. SMS processing may be delayed in about 5 mins.

The signaling and data connectivity are not affected, which means that all devices attached to the network will continue to operate normally.
